Pastor Richards is een rechtse geloofsextremist uit Vice City. Hij probeert geld in te zamelen voor het Pastor Richards Salvation Funds. Deze organisatie is van plan een enorm standbeeld van hem te bouwen. Wanneer er genoeg geld opgehaald is wordt het standbeeld uitgerust met stuwraketten en andere benodigdheden om een reis te kunnen maken naar Saturnus. Op deze planeet zal Pastor Richards dan een nieuwe, zuivere mensheid beginnen. Mensen die geld doneren zijn verzekerd van een plaatsje in het Pastor Richards Salvation Statue. We komen Pastor Richards slechts één keer in levende lijve tegen, namelijk tijdens de missie 'The Party'. Verder horen we hem alleen op de radio in verschillende reclames en in het programma Pressing Issues, waar hij in een woede-aanval vertelt dat het opgehaalde geld in zijn eigen zak verdwijnt en hij uiteindelijk de naaktloper Barry Stark neerschiet in de studio.
Oorspronkelijk was het de bedoeling dat Pastor Richards ook een opdrachtgever zou zijn, maar tragisch genoeg overleed Pastor Richards' voice actor tijdens de ontwikkeling van GTA Vice City.
